The County of Peterborough is initiating a Transportation Master Plan (TMP) study for the Lakefield area road network. The study will assess the current transportation system to understand how it meets the needs of residents, businesses, and visitors. It will identify infrastructure gaps and outline improvements to support future growth in the Lakefield community.
This study will also consider the potential location and conceptual design of a second crossing of the OtonabeeRiver, as recommended in the 2022 TMP Update.
Scope of Work:
This study follows the guiding framework of the Master Planning Process - Approach #1 outlined in the Municipal Class Environmental Assessment (MCEA) document (2024).
The scope of work includes the following phases:
Phase 1 - Identification of Problems & Opportunities
Update growth projections for Lakefield.
Revise traffic modelling to reflect current and anticipated conditions.
Conduct localized analysis of growth projections and traffic modelling.
Phase 2 - Evaluation of Alternative Solutions
Assess existing road conditions and relevant environmental factors.
Identify and evaluate alternative solutions to improve the road network
Determine locations for the second Otonabee River crossing.
Formalize proposed road network improvements.
Develop the conceptual design of the second Otonabee River Crossing.
Issue the Lakefield Network Transportation Master Plan report for a 30-day public review and comment period.

Community input is a vital part of this study. We’re inviting the public, community stakeholders, Indigenous communities, and agencies to share ideas, ask questions, and submit comments.
Two Public Information Centres (PICs) are being planned as part of this study.
