Background and Rationale for the Proposed Woodland Management / Tree Cutting By law

Council initially adopted a Tree Replacement Policy that applied only to municipal roads and explicitly avoided encouraging tree planting within the municipal right‑of‑way. In 2011, Council directed staff to examine the feasibility of a Tree Cutting By‑law. A draft by‑law was discussed at a public meeting in September 2011, but later that year Council decided not to proceed with a tree cutting by‑law, and instead asked staff to address tree issues through planning tools such as the Site Alteration By‑law and Official Plan processes.

A Planning Report reviewed a draft Tree Cutting By law and concluded that similar by laws in other municipalities were often too complex and difficult to enforce. Key issues identified included administration costs, enforcement challenges, staffing requirements, and the limited scope of regulation. While environmental benefits were acknowledged—such as preserving woodlands and promoting forestry practices—Council again decided it was premature to proceed, noting that an updated Official Plan would address many related concerns.
