The Corporation of the Township of Havelock-Belmont-Methuen (“The Township”) is issuing a Request for Proposal (“RFP”) to identify qualified strategic planning and economic development and tourism consulting firms for the development of an Economic Development and Tourism Strategy. The Township is seeking a strategic planning and economic development firm that has experience in the preparation and implementation of strategic plans and economic development and tourism strategies for a rural-based municipality.
The Economic Development and Tourism Strategy will provide a long-term plan for increasing investment in the Township, attracting new jobs, and identifying new economic development and tourism opportunities for the community to undertake. The purpose of this plan will be to help The Township of Havelock-Belmont-Methuen continue to be a community where people live, work, and play. A key part of building for the future will be to ensure that there are adequate jobs and investment in the community.
It is expected that the selected firm will prepare a Plan that contains specific strategic priorities and economic development and tourism goals, strategies, and performance measures. As well, it is expected that the successful proponent will engage with stakeholders and the general public in order to identify key priorities and preferred approaches for new economic development and tourism initiatives.
The Township also requires the Plan and Strategy to contain an Implementation Plan that will outline both short- term and long-term actions, as well as the timing, anticipated cost, funding source, and lead or ‘champion’ of each implementation action.
The selected consultant will have demonstrated experience in the preparation of economic development and tourism strategies for comparable municipalities, and should have completed assignments focused on business retention, expansion and attraction, entrepreneurship, and tourism- focused initiatives.
