The County of Peterborough (County) and the Township of Cavan Monaghan (Township) have partnered to undertake a Municipal Class Environmental Assessment (MCEA) for County Road 10, from County Road 21 to approximately 500 m south of Larmer Line in Millbrook (please see the study area figure). Building upon the recommendations of the County’s 2022 Transportation Master Plan (TMP) Update, this study will assess transportation infrastructure needs and deficiencies, identify the roadway and intersection improvements required to improve traffic flow and active transportation conditions along County Road 10, and support development planning within Millbrook.

The team of Paradigm Transportation Solutions Limited (Paradigm) and Stantec Consulting Ltd. (Stantec) has been selected as the consultant for this assignment.

Areas of Focus:

  • Primary focus - traffic flow
  • Secondary focuses - may include urbanization, aesthetics, pedestrian traffic and facilities, active transportation and road safety
  • First Nations Engagement and Consultation to be conducted early and throughout the process in order to identify any impacts on Indigenous and Treaty Rights
  • The urbanization of the County Road 10 corridor, consistent with the Township’s Official Plan, shall be considered
  • Improvements to the Township network of sidewalks along the County Road 10 corridor
  • Evaluation of the effects of alternative design concepts may have on private property and the operation of businesses along the County Road 10 corridor
  • Integrate the recommendations of the County’s Active Transportation Master Plan into this project, where possible
  • Integrate the recommendations within the Township’s Millbrook Community Improvement Plan (MCIP) and the 2022 Community Improvement Plan Expansion (CIP-E), where possible

About the MCEA Process:

The Municipal Class Environmental Assessment (MCEA) process is an approved, structured framework for evaluating the environmental impacts of municipal infrastructure projects, while adhering to the requirements of the Environmental Assessment Act. The MCEA process ensures that projects are planned in a transparent, environmentally responsible, and publicly consultative manner.

As part of the process, alternative solutions are identified and assessed based on their effects on the Technical, Socio-Economic, Cultural and Natural Environments. The decision-making process is documented for public review.

MCEAs are classified into four categories (Exempt, Exempt Subject to Screening, Schedule B, and Schedule C) based on their complexity and potential environmental impact, with higher schedules requiring more rigorous assessment and consultation.
