Peterborough County has undertaken a Municipal Class Environmental Assessment (MCEA) Study to complete intersection enhancements at County Road 22 (Curve Lake Road/16th Line) and County Road 23 (Buckhorn Road ).
The general location of the Study is shown in the figure below.
Study Purpose
Traffic congestion on Buckhorn Road during peak traffic periods has increased to a level that has triggered Peterborough County to study the issue and determine a plan to help address the problem.
Project Objective
The study identifies and evaluates potential improvements to address traffic congestion, increase safety, and accommodate future traffic conditions.
Municipal Class Environmental Assessment
This project has been completed following the Municipal Class Environmental Assessment framework. The project has been classified as a Schedule B and includes 3 phases:
Phase 1: Identifying the Problem and Objectives
Phase 2: Evaluate Alternative Solutions and Select Preferred Solution
Phase 3: Project File Report, Detailed Design, and Implementation

Construction Phase
The MCEA recommended a full road and intersection reconstruction with new left- and right-turn lanes and new traffic signal lights. Construction is commencing in July 2026.

Construction is anticipated to start the week of July 20th, 2026. The intersection will remain open during construction, with single-lane restrictions and flagging operations in place as needed. Please anticipate delays when travelling in the area.
